Everything can do it, to some extent. People, animals, rocks, you name it.
It's called 'sfeer theory'. Basically- and this is a very condensed explanation, mind, I'm trying to keep it simple here- everything has personal boundaries. Think of it as like...what you can 'feel', with a sixth sense. Your awareness of your surroundings, outside of the five senses. Your sfeer is the area you personally control with your willpower.
For most everything, their sfeer stops at the natural limits of their body. They can will their arm to move and pick up a cup, but they can't make the cup levitate on its own. But, with sufficient training, one can extend their sfeer beyond the boundaries of their body and influence the world around them.
I, unfortunately, cannot do it without the aid of special objects. Like the marble you saw, for example. Or using sigils drawn on the ground in chalk to channel one's willpower more effectively. But some of the more powerful users in my world can affect large areas without extra materials at all.
